Erasmus Policy Statement

 

The State Police College of Latvia (hereinafter – the College) is the only educational institution in Latvia that provides formal and further education for police officers. The values of our College are honour, respect, professionalism, flexibility, development. Our staff both academic and administrative consists of highly qualified personnel both of theorists and experts and people on the ground with great practical experience.

The aim of the Erasmus Policy of the College is to promote a European dimension in teaching and training, as well as in the research, to make it open and accessible, to strengthen cooperation among police education establishments within Europe, to provide both the academic and administrative staff with opportunities to integrate in the European academic and research environment, as well as to exchange experience and best practices in the field of implementing and providing education for police officers, research, management, development of curricula, projects, as well as to strengthen and promote cooperation between the College and foreign law enforcement authorities. 

The following aims and objectives have been set by the College:

1) to achieve and sustain excellence in every area of teaching, training, and research;

2) to improve the quality of education provided taking into consideration the experience of foreign police education establishments;

3) to promote and strengthen the innovative approach to teaching and training;

4) to promote the modernisation and improvement of teaching and training;

5) to promote, to support and strengthen participation of staff in mobility activities for teaching and professional development mobility activities mostly within Europe;

6) to raise the level of internationalisation of higher education;

7) to promote and strengthen the existing cooperation with other police education institutions and law enforcement authorities, as well as to widen the network by establishing new contacts and cooperation;

8) to extend the range and nature of the opportunities offered;

9) to encourage the participation of staff in mobility activities;

10) to improve the quality and relevance of higher education;

11) to strengthen quality through mobility and cross-border collaboration;

12) to increase the number of cooperation partners;

13) to be open and supportive to ideas brought forward by the staff;

14) to promote environmentally friendly practices in all activities.

Participation in mobility activities contributes substantially to the development and implementation of study courses, professional development programmes, non-formal adult education programmes, to the improvement of academic performance and practical training, to the promotion of innovative approaches both in teaching and training, to the efficient management, to exchange of experience and best practices, as well as to raising level of satisfaction.

The College aims to have inter-institutional partners in Europe selected on the basis of their institutional strength, common interests in training and teaching police officers both in theoretical and practical fields, compatible curricula and similar profile, and/or excellence in specific fields. Having a wide range of partners ensures that the staff is able to work with the best and most suitable police education institutions and law enforcement authorities what will help to achieve individual, departmental and institutional goals and aims for international cooperation and collaboration. The College is open to consider all offers, if the applicable to the particular situation.

Due to the specific nature of the education implemented in the College and due to external regulations, the target group of the mobility activities will be academic and administrative staff of the College.

Mobility activities of academic and administrative staff are a priority for effective partnerships and management, support of joint projects, professional training and teaching, curricula development and research, professional development.

Staff teaching and professional development exchanges are deeply rooted in academic subjects and administrative matters to ensure that both incoming and outgoing staff benefit from teaching abroad and from exchange of experience and best practices, as well as from gaining new ideas and opinions.

Participating in mobility activities and international EU cooperation projects regarding teaching and training, the College will act in proactive way, establishing the aims and objectives, expected results, intellectual outputs and added values to succeed. The College intends to promote, to strengthen the existing cooperation, as well as to establish new relations focusing on quality and accessibility for staff.

The mobility activities at all levels are considered to be the key to an intensive collaboration and partnership, further development and internalization.

Existing regulatory framework, documents and guidelines will be improved taking into consideration changes and current challenges. Erasmus without papers will be promoted.

In line with the development of higher education, increasing of competitiveness and challenges, the College has to meet the current trends by promoting the internalization of the institution and providing academic and administrative staff with opportunities to gain new knowledge and skills, experience and best practices, as well as to exchange them, to improve pedagogical and managerial performance, to develop new methods and approaches in teaching and training.

Participation in the programme will promote the modernization of the College, as well as it will contribute to improvements of the quality and relevance of teaching. More effective and personalized teaching and training will be enabled, and it will be invested in continuous professional development of the staff. Professional and personal competences, social and intercultural skills, practical skills, language knowledge, and self-satisfaction will be improved and raised.

The number of staff participating in the mobility activities and project will be gradually increased.

The College aims to strengthen the links between teaching, training and research to promote innovations, better teaching and training, as well as exchange of experience and best practices, to make the College recognizable and attractive for police education institutions in Europe.

The borders will be opened and new opportunities will be offered for the College to promote, strengthen and establish cross-border cooperation in Europe.
